| Datum: 6th Feb 12 Thema: Three rainstorms pelted Guangzhou More than two years after the spectacular collapse of the roof over the site of the 2010 Olympics opening and closing ceremonies, there are still few written procedures for handling similar emergencies and a lack of staff training at the provincially owned facility, WorkSafeBC has found. Jason Pierre-Paul Jersey . Safety inspector Stuart Smith identified the shortcomings during an onsite inspection of B.C. Place earlier this month. He said the deficiencies violate the provincial Workers Compensation Act, and, he noted in his report, eliminating them was a key recommendation from the inquiry into the deflation of the stadiums roof in January, 2007. \"Adequate written operating and emergency procedures were not available in the [stadium] control room, nor could they be located at the worksite,\" Mr. Smith said. \"In addition, workers were unable to provide consistent or clear responses when questioned as to the necessary actions to take in certain emergency situations, such as a roof deflation.\" Darryl Walker, president of the B.C. Government and Service Employees Union, which represents B.C. Place employees, said he wasnt surprised by the findings. Managers of the 60,000-seat stadium have consistently ignored safety recommendations by union members on the facilitys occupational health and safety committee, Mr. Walker said. \"Its time for management to take some action,\" he said. \"Goodness gracious, this is one of the showcase facilities in the Lower Mainland, and the Olympics will be there in 2010. They have to get these failings fixed.\" Mr. Smiths report said the safety committee at B.C. Place did not hold regular monthly meetings last year, as required by the WCA. Training is also insufficient, he said, with few reference materials available for control room operators, \"including clear direction of what to do in case of upset conditions like a partial roof inversion.\" The operations keep the stadiums massive inflatable roof in place by maintaining proper pressure using adjustable speed fans. Further, there are no means in place to ensure that what training does occur is provided for all new employees, Mr. Smith added. He gave B.C. Place until May 11 to comply with the compensation act. Stadium general manager Howard Crosley vowed to meet the deadline. \"We are very concerned [by the report],\" he said. \"But the important thing is that we are working through all the orders and recommendations, and we hope to be in full compliance within the next week and a half.\" Mr. Crosley said people dont have to worry about their safety when attending events at B.C. Place, home of the B.C. Lions football club and eventually the Vancouver Whitecaps in soccer. \"The staff here is very capable, and they have done an excellent job for the 27 years [the stadium has been operating],\" he said. \"We had the one issue, but the roof is constantly inspected to ensure that it remains intact and in place.\" A report into the 2007 roof sag by engineers hired by B.C. Pavillion Corp., the Crown corporation which runs the facility, found that stadium operators did not react quickly enough to a mass of snow and ice that had accumulated on the dome. In addition to the opening and closing ceremonies, nightly medal presentations will be held at B.C. Place during the 2010 Winter Games. After the Games, a $200-million retractable roof will be installed to replace the current structure. Justin Tuck Super Bowl Jersey . CHANGSHA - A new round of heavy rains started to pound Central and South China on Monday, furthering challenging flood-prevention work in affected areas, authorities said. The China Meteorological Administration launched a fourth-level emergency response for major disasters on Monday to deal with the inclement weather. As of Monday, rainstorms have killed at least 101 people in 11 provinces and regions, with more than 15 million people affected, China News Service reported. However, for drought-hit areas like Shandong province, the latest storms helped to alleviate the dry spell instead, said an official with the provincial flood-control and drought relief headquarters who only gave his surname as Li. A number of other provinces spared from the current round of storms are also using the time to prepare for heavy rainfall that is forecast to fall from Thursday to Sunday. Zhou Shengqi, a publicity official with Xupu county in Hunan province, said in a telephone interview on Monday that repair work on the countys 68 roads damaged in previous floods is speeding up. By Monday, traffic had resumed on almost 40 of the roads. One road leading to a local primary school was repaired overnight and the school resumed classes on Monday, he said. The county was severely damaged by floods triggered by heavy rains on May 12 and 13. Water levels in rivers passing through the county have riisen 6 m after 10 hours, destroying four bridges in one day, authorities said. Osi Umenyiora Super Bowl Jersey. Repair work is speeding up before the next round of rainfall. We also strengthened the monitoring of water levels in rivers and reservoirs, in order to issue alerts and evacuate villagers before floods, he said. In Guangzhou, capital of Guangdong province, the three rainstorms last week have prompted local property management companies and businesses to take measures to prevent underground garages and goods from becoming submerged. We have set up a wall one meter tall at the gates and prepared sand bags just in case, said a manager surnamed Yu with Jinsui Tower in Guangzhou. The rainfall pushed up vegetable prices in Guangdong and Fujian provinces where farmland was submerged. The recent rainstorms also damaged the homes of about 19,000 people in Guilin of the Guangxi Zhuang autonomous region. More than 30 houses collapsed, 1,100 hectares of farmland were inundated and many public facilities were damaged. The economic damage was estimated at 13.2 million yuan ($1.9 million). Three rainstorms pelted Guangzhou, bringing the weekly rainfall up to 440 mm. The precipitation equaled one-quarter of the citys annual rainfall, said Lin Liangxun, Guangdongs chief weather forecaster. Guangdong has reported one person missing and more than 35,000 people affected by the heavy rains. In Hunan province, during the second round of storms that began on May 12, one person was killed in a landslide triggered by the rains and about 3.7 million people were affected. According to the provincial flood-control and drought relief headquarters, 12,700 residential buildings were destroyed and about 141,000 people were evacuated. The direct economic losses from the bad weather were estimated at 1.66 billion yuan. \' \' \'
